Pendirian PKA UTM: Academic Freedom for Professor Abdul Aziz Bari

"Dan (pada saat itu) berkatalah pula seorang lelaki yang beriman dari orang-orang Firaun yang menyembunyikan imannya: "Patutkah kamu membunuh seorang lelaki kerana ia menegaskan: `Tuhanku ialah Allah' - sedang ia telah datang kepada kamu membawa keterangan-keterangan dari Tuhan kamu? Kalau ia seorang yang berdusta maka dia lah yang akan menanggung dosa dustanya itu, dan kalau ia seorang yang benar nescaya kamu akan ditimpa oleh sebahagian dari (azab) yang dijanjikannya kepada kamu. Sesungguhnya Allah tidak memberi hidayah petunjuk kepada orang yang melampaui batas, lagi pendusta." (al-Mu'min, 40: 28)

Pelanggaran terhadap "demokrasi ilmu" yang menyintap hati warga akademik, para ilmuan, pelajar dan masyarakat yang cintakan kebebasan ilmu. Sungguh mengejutkan, apabila Prof Dr Abdul Aziz Bari digantung tugas oleh Universiti Islam Antarabangsa (UIA) hanya kerana membuat kenyataan untuk membetulkan kekeliruan yang timbul. Ia hanya mengeluarkan pandangan sebagai ahli akademik yang mempunyai kepakaran dalam bidang undang-undang perlembagaan. Beliau telah menyumbangkan kepakarannya dan membuat banyak kenyataan dan telah siarkan dalam pelbagai media. 

Sebagai pakar undang-undang Prof Dr Abdul Aziz bukanlah melakukan jenayah melainkan beliau hanya mengeluarkan pandangan dan kritikan berasaskan ilmu dan kepakarannya. Walapun kenyataan beliau menyentuh pihak tertentu seperti sultan dan pihak kerajaan, namun terang dan jelas kenyataan beliau masih dalam kerangka disiplin ilmu. Cuma yang berbeza disiplin ilmu yang dipegangnya berlainan dengan landasan ilmu pihak-pihak lain.

Sarjana dan ilmuan atau pakar bidang melandaskan pandangan dan pendapat dalam bidangnya secara jujur dan amanah adalah satu langkah yang bijak dan menepati disiplin ilmu sekalipun pandangan dan pendapat tersebut membuka ruang perbahasan dan perdebatan yang hebat. Namun yakinilah ia masih berada digelanggang ilmu dan disiplin para cendekiawan. Hujah dan debat adalah proses mencari kebenaran untuk menyuburkan minda dan kematangan. Prinsip keilmuan di mana-mana universiti dalam dunia ini ialah "hujah lawan hujah" atau "fakta lawan fakta" bukan "hujah lawan cerca"atau "fakta lawan kekerasan".

Kebebasan akademik ini telah disaran oleh UNESCO melalui peruntukan dalam "Recommendation Concerning the Status of Higher Education Teaching Personnel" yang dihasilkan melalui persidangan UNESCO pada 11 November 1997, seperti dalam Artikel 26 dan 27 yang berbunyi:

"the right to contribute to social change through freely expressing their opinion of state policies and of policies affecting higher education".  

Pada hemat PKA UTM, Universiti Islam Antarabangsa Malaysia, masih belum mampu menepati kualiti sebuah gedung ilmu yang bertaraf antarabangsa apabila melayani desakan pihak luar, mengambil tindakan menggantung tugas Prof Dr. Aziz Bari. Sekiranya amalan ini berterusan, maka masa depan universiti-universiti di Malaysia akan terus tersingkir dari senarai kelompok 400 atau 500 buah universiti terbaik dunia. Pendirian PKA selaras dengan kenyataan Timbalan Menteri Pengajian Tinggi, Datuk Saifuddin Abdullah yang turut menyuarakan rasa 'terganggu dan sedih mendengar kes tersebut'. 

Sehubungan dengan itu sebagai warga akademik kami turut amat tersinggung dan teruja dengan perkembangan ini. Ia budaya yang tidak sihat dan amalan yang menyalahi disiplin yang murni serta mencabar kewibawaan imuan. Mahasiswanya dibelenggu dengan AUKU dan aku janji, kini pensyarahnya pula berdepan dengan tindakan yang mencemar kebebasan akademik. 

Sehubungan itu, PKA UTM berdoa dan berharap semoga Prof. Dr. Abdul Aziz Bari segera dibebaskan dan penggantungannya ditarik balik.

Audit: Kalau negara lain, sudah lama BN dihukum

TEMERLOH, 30 Okt: Setiausaha Agung Parti Keadilan Rakyat (PKR), Saifuddin Nasution Ismail berkata, jika di negara lain, kerajaan BN yang ada sudah lama dihukum oleh rakyat berikutan perbelanjaan boros dan tidak berhemat menguruskan wang negara.

Tambah Ahli Parlimen Machang itu, malangnya di negara ini rakyat seolah-olah tidak prihatin menyebabkan penyelewengan dan ketirisan makin menjadi-jadi walaupun setiap tahun ditegur oleh Ketua Audit Negara.

“Laporan Ketua Audit Negara (LKAN) Tahun 2010 yang baru kami ahli-ahli parlimen terima minggu lalu mendedahkan pelbagai kepincangan pengurusan dalam agensi kerajaan.

“Sebagai contoh Giat Mara membeli gula 150 kilogram dengan wang sebanyak RM25,000, ini bermakna gula yang berharga RM2.30 menjadi RM170 sekilo. Teropong untuk tentera laut yang berharga sekitar RM3,000, mereka beli RM56,000.

“Dilaporkan, terdapat komputer bernilai RM160 juta rosak dimakan anai-anai. Manakala ada projek pelihara lembu dengan dana kerajaan RM250 juta milik suami seorang menteri, rugi dengan hanya sembelih 20 ekor sehari,” katanya semasa berceramah di Tapak Kompleks PAS Pahang, Kerdau di sini kelmarin.

Mansuh PPSMI bukan sekelip mata

PENAMPANG 30 Okt. - Keputusan memansuhkan kaedah Pengajaran dan Pembelajaran Sains dan Matematik dalam Bahasa Inggeris (PPSMI) bukan dibuat sekelip mata tetapi sebaliknya selepas mengambil kira pelbagai faktor kelebihan dan kekurangan.

Timbalan Perdana Menteri, Tan Sri Muhyiddin Yassin menegaskan bahawa ia juga dibuat selepas meneliti secara mendalam suara 5.3 juta pelajar dan ibu bapa, hampir 500,000 guru di 10,000 buah sekolah seluruh negara dan tenaga pakar melalui rundingan meja bulat.

Menurut beliau, segala maklum balas, kajian dan data ini diperoleh sejak PPSMI dilaksanakan di seluruh negara terutama mengenai kesan, pencapaian dan keupayaan kerajaan menyediakan tenaga guru mencukupi. 

"Ia bukan buat keputusan hanya kerana nak buat keputusan. Semuanya sudah dikaji secara mendalam, bukan dibuat secara terburu-buru.

"Kita hormati Persatuan Ibu Bapa untuk Pendidikan Malaysia (Page) yang kononnya mendapat sokongan daripada 75,000 ibu bapa tetapi kerajaan juga mempunyai pandangan," katanya…

Martabatkan semula bahasa Melayu

KUALA LUMPUR 30 Okt. - Kongres Bahasa dan Persuratan Melayu ke-8 yang berakhir hari ini mahu bahasa Melayu dimartabat dan digunakan sepenuhnya termasuk dalam bidang ekonomi, kewangan serta perundangan.

Pada masa sama, kongres mengumumkan penubuhan Majlis Pemantauan dan Tindakan Bahasa Kebangsaan yang berperanan sebagai badan pemantau usaha-usaha memartabat dan memperkasakan bahasa Melayu sebagai bahasa kebangsaan.

Selain itu, kerajaan didesak menggunakan istilah bahasa Melayu sebagai bahasa kebangsaan seperti diperuntukkan di dalam Perlembagaan dan bukannya bahasa Malaysia.

Pengerusi Jawatankuasa Resolusi Kongres, Prof. Datuk Dr. Zainal Kling ketika membentangkan resolusi tersebut berkata, kongres juga menggesa semua kementerian, agensi kerajaan dan pihak swasta segera menubuhkan jawatankuasa pemantau bagi mendaulatkan bahasa Melayu sebagai bahasa kebangsaan di negara ini.

Sebanyak lapan ketetapan diputuskan iaitu: 

l Sistem pendidikan - Kerajaan Malaysia melalui Kementerian Pelajaran hendaklah bertegas iaitu dengan berlandaskan Perlembagaan serta akta berkaitan menegakkan bahasa Melayu sebagai bahasa kebangsaan dalam semua urusan rasmi. Sebarang dasar yang melanggar undang-undang seperti Pengajaran dan Pembelajaran Sains dan Matematik (PPSMI) hendaklah dilarang.

2 Kerajaan Tempatan - Kerajaan negeri dikehendaki menyeragamkan peruntukan undang-undang berkaitan pihak berkuasa tempatan (PBT) bagi memastikan nama jalan, bangunan dan iklan menggunakan sepenuhnya bahasa Melayu dan begitu juga urusan meluluskan permit dan lesen hendaklah selaras dengan kedudukan bahasa kebangsaan.

3 Ekonomi dan kewangan - Kerajaan melalui Kementerian Kewangan dan Bank Negara hendaklah melaksanakan penggunaan bahasa Melayu sebagai bahasa kebangsaan dalam semua urusan ekonomi dan perniagaan serta menjadikan bahasa itu sebagai penggerak utama sistem ekonomi negara.

4 Pengajian tinggi - Kerajaan melalui Kementerian Pengajian Tinggi hendaklah melaksanakan sepenuhnya sistem pendidikan kebangsaan dengan menggunakan bahasa Melayu sebagai bahasa pengantar pada semua tahap pendidikan selain berusaha menjadikan bahasa Melayu sebagai bahasa ilmu dalam semua bidang keilmuan.

5 Perkhidmatan awam - Kerajaan melalui Jabatan Perkhidmatan Awam (JPA) hendaklah sentiasa memperkasakan penggunaan bahasa Melayu sebagai bahasa kebangsaan dalam semua tadbiran negara dan menjadikan JPA sebagai pelindung bahasa kebangsaan.

6 Media, komunikasi dan penyiaran - Kerajaan melalui Kementerian Penerangan, Komunikasi dan Kebudayaan hendaklah sentiasa menggunakan bahasa Melayu sebagai bahasa kebangsaan dalam penyiaran berita dan pengucapan pemimpin negara sebagai kaedah penyampaian maklumat kepada seluruh rakyat.

7 Perlembagaan - Kerajaan melalui Jabatan Perdana Menteri hendaklah sentiasa memastikan penghakiman dan penulisan penghakiman di semua tahap mahkamah menggunakan bahasa Melayu sebagai bahasa kebangsaan demi menegakkan keadilan berasaskan undang-undang.

8 Pemasyarakatan Persuratan Melayu - Kerajaan melalui pelbagai kementerian dan jabatan hendaklah sentiasa berusaha memperbanyakkan penerbitan dalam bahasa Melayu sebagai bahasa kebangsaan dalam semua bidang ilmu.

Sementara itu, Pengerusi Kongres, Profesor Datuk Dr. Abdul Latif Abu Bakar dalam ucapan penangguhan meminta semua pihak khususnya golongan pemimpin supaya menjadi peneraju utama dalam memartabatkan bahasa Melayu sebagai bahasa kebangsaan. UM

Niger undang pemberontakan jika serang Saif al-Islam

NIAMEY 30 Okt. - Niger mengundang pemberontakan daripada kaum nomad Tuareg di utara negara ini jika kerajaan Niger menyerah anak lelaki Muammar Gaddafi, Saif al-Islam kepada Mahkamah Jenayah Antarabangsa (ICC) di The Hague.

Saif kini dipercayai dalam perjalanan menuju ke Niger atau sudah pun berada di negara Afrika Barat ini, yang bersempadan dengan selatan Libya.

Are the Islamists ready to govern?

The Arab Spring is not only an opportunity for Islamists but also a test case. How the Ennahda movement of Tunisia and the Muslim Brotherhood of Egypt respond to the challenges will determine the future of both the Arab Spring and the Islamists.
 
Islamist political movements in Tunisia and Egypt are poised to come to power through the electoral process. This is a new challenge for democracy expected to emerge from the Arab Spring. The question is whether Islamists, once in power, will remain committed to and respectful of democratic institutions and processes. As such, it is also a challenge for Islamists as well, who used to be excluded and oppressed by the prevailing authoritarian regimes in the region.

It is a challenge for Islamists to adapt themselves to the new circumstances. Their ability to change is being tested. Political Islamism is designed as an opposition movement. In an authoritarian political environment where all dissenting voices were suppressed, an opposition in the name of Islam was the only remaining ground to challenge the oppressive governments. This is what happened in almost all Muslim countries in the Middle East. Opposition in the name of Islam appeared as the only legitimate form of opposition, with discursive superiority over authoritarian ruling regimes, and it also promised strong popular support, given the influence of religion in the formation of Muslims identities.

Thus from the 1970s onwards, political Islam emerged as a platform for opposition, a kind of protest movement challenging the established order. It called for change in the midst of the stagnant political orders of Arab authoritarianism. Following the failures of Arab nationalism and other secular ideologies, the simple slogan of “Islam is the solution” made sense to the Arab masses and attracted them. It was expected to resolve all the problems of the Muslims, from unemployment to healthcare, from education to housing. Islamism was the blueprint. What the secular-nationalist Arab regimes failed to produce was to be provided by the Islamists.

Islamist opposition movements, however, never developed a comprehensive program on how to resolve all the problems the people encountered. It did not really matter because the authoritarian Arab regimes never allowed them to perform in government. And it was unlikely for the Islamists to one day be in a position to make good on their promises. The Islamists in the region remained for a very long period in opposition, a position in which they could freely criticize the regimes without having to offer anything as an alternative. This was really comfortable. They did not have to offer something concrete in terms of programs and projects as a solution to the problems of the people. They remained in the opposition, comfortably criticizing the government in a way that also increased radicalism and the sweeping political stance of the Islamists.

It was not therefore only the oppression the Islamists experienced that radicalized them, but also the absence of governmental responsibility.

With the Arab Spring the Islamists now face, at least in Tunisia and Egypt, a new situation.

First, they have been freed from governmental oppression. Now they are in a position to express themselves and appeal to the masses with a positive agenda, not just a series of criticisms directed against the ruling regimes, as in the old days. So they have to develop reasonable programs and come up with sensible projects to address the problems of the people. The old days in which mere criticism of the regimes and an assertion that “Islam is the solution” are gone, and this will not be enough to come to and then remain in power.

Thus the Islamists in the region face their first serious challenge before the people. Will they be able to deliver what they promise?

This is the question. In opposition they were radical, uncompromising and comfortable. When they are in power on their own or share it with others on the political terrain, things will be fundamentally different. Responsibility in government requires meeting demands and delivering services. What also changes under governmental responsibility is the radicalism of the Islamists, who will not be able to hold on to their radical political stance.

This will be so because people who bring the Islamists to power will not be satisfied by a mere radical rhetoric; they will also ask for concrete achievements in delivering services.

So, as the Islamists get closer to taking over governments through democratic means, like in Tunisia and Egypt, they moderate their discourse, embrace non-Muslim social groups and appeal to the West.

In this, certainly the experiences of the Justice and Development Party (AK Party) will be very instructive for Islamist movements in the region. They should study and understand the AK Party's transformation into a post-Islamist political entity, enabling it to win three consecutive elections in Turkey. The success of the Arab Spring will be measured by the extent to which people's power is institutionalized in the form of democracy. This requires integration of the Islamist movements in the democratic process, which in turn requires that the Islamists transform their political language and strategies to adopt the “rules of the game.”

The AK Party in Tunisia

Rachid Ghannouchi's Ennahda Party and Tunisia as well as observers who have been following the country are relieved. No one sees uncertainty and chaos on the horizon. Tunisia is moving from an extended period of dictatorship to democracy.
 
The people have the word. The Islamist Ennahda Party won a landslide election victory. However, despite the great number of seats it won, it is seeking to build a coalition. With its stance and statements, the party promises stability and peace.

The reason Tunisia and the world trust Ennahda rule is the example set by Turkey's Justice and Development Party (AK Party). Ghannouchi said his party took the AK Party as a model; this is why observers see no uncertainty and chaos. This claim is not all a tool Ennahda is using to convince Tunisia and the world. This is the first time that an Islamist party is determining what it will do and how it will act by considering the AK Party.

The experience in Tunisia is important. The first flower of the Arab Spring blossomed there. The other Arab democracies, staring from Egypt, will follow Ennahda. The people, who have been living under the pressure of an administration, have now assumed power and responsibility; during this stage they will have to give up on many of their attitudes. Islamism will be cleansed of its radical aspects. It will generate moderate policies. Ghannouchi's Ennahda generates these messages in a convincing manner. Tunisia is a country of tourism. Beach culture, like in Turkey, is considered a strong indication of a secular regime. Ennahda assures that it will respect freedoms. More importantly, Muaz, Ghannouchi's son, says they will not subscribe to Islamic law in the field of economy, stating that they will pursue the policies of capitalist economies.

The AK Party is a reference in Tunisia for those seeking social peace and democratic stability. On the other hand, Turkey's AK Party experience illuminates the path of the new government in Tunisia. It is possible to better understand the value of the AK Party model in Tunisia by comparing it with the FIS experience in Algeria. FIS was accused of seeking to suspend democracy, and the Western world attempted to make sure it would not come to power despite a victory in elections. The bill was costly. The longstanding violence and illegalities in Algeria were the result of attempts to prevent FIS from exercising its right to rule the country.

The only reason Ennahda did not receive the treatment FIS once did in Algeria in 1989 is the AK Party model. It became successful because it developed within democracy and became known to world public opinion. The AK Party's ability to reduce the influence of the military guardianship and expand the sphere of liberties and rights has proven an unknown side of Islamism. The Arab countries getting rid of dicta regimes are now able to prove that secularism cannot be protected under dictatorships if they follow the path of the AK Party.

Democracy is the best antidote to radicalism. Social opposition turns into political radicalism when it is not allowed to express itself. In this case, pressure placed on society turns into an excuse to undermine political radicalism.

Tunisia will offer a richer experience to other Arab countries by relying on the AK Party's experience; this means the Arab Spring will turn into a season of Arab democracies.

We need to provide spiritual care in hospitals

The Turkish government currently does not provide spiritual care to patients in state hospitals, something regarded as an essential component for the health of the whole person in the US and European countries.

Providing spiritual care for patients in hospitals has been a matter of discussion at various times in Turkey; however, there are no laws on this issue yet, while spiritual care is a right that is guaranteed by governments in other countries, such as the US and various European countries, where spiritual care is believed to have positive effects on the medical treatment of the patients

Spiritual care is regarded as part of medical care in the US and European countries as they recognize the integration of spiritual, emotional, social, psychological and physical care to be a component of the health of the whole person. Spiritual care is believed to have positive effects on the medical treatment of the patients. Additionally a Bible is available in each patient's room in hospitals.

According to 2010 data, there are 3,000 full-time working chaplains (spiritual care providers) on duty in US hospitals, while there are 4,500 chaplains in the UK: 500 of them working full time, and the rest part time.

These chaplains' duties are to visit all patients, to listen, to pray (if the patients request them to do so), to assist patients in matters of faith, to help them achieve inner peace and strength, to answer any spiritual questions they might have, to bring them a Bible or other sacred texts from their specific faith traditions, to assist them in contacting religious leaders from their faith tradition and to help meet their specific faith or spiritual needs.

Working as a Turkish Muslim chaplain in Children's Hospital Boston of the Harvard Medical School in the US for the past two years, Abrahim Sayar told Sunday's Zaman that there are generally chaplains of three faiths -- Christianity, Judaism and Islam -- in US hospitals. A chaplain must pass certain educational requirements to work as a spiritual caregiver in hospitals and also must have a background in religious education.

The role of chaplains in the US

Pointing out that chaplains have a great responsibility in the US, Sayar said chaplains know things doctors don't know about patients because they provide pastoral counseling and minister to the spiritual, emotional and psychosocial needs of patients, family members and friends at all stages of the treatment process. He added chaplains are sensitive to and supportive of the diverse spiritual and religious needs of patients, medical caregivers and staff. He also said chaplains are highly respected in US society.

Nevertheless, in Turkey there aren't any regulations about providing chaplains in hospitals. Religious officials only take part in a patient's funeral arrangements. There are no religious materials in patients' rooms in hospitals.

However, the issue of providing spiritual care to patients was brought to the agenda during budget talks in Parliament in 1994 when the Ministry of Health issued a circular to launch an implementation by cooperating with muftis' offices. The aim of the implementation was to provide spiritual and moral support to patients at their request; but this implementation was misevaluated by some people; they thought that with this regulation the imams would read the Quran beside the patients as though they were dead, which would demoralize patients. Some also opposed the regulation, saying the duties of the chaplains, unless satisfactorily defined, could cause chaos in hospitals.

As a result of this opposition, the Council of State granted a stay of execution for the implementation and then repealed the regulation in 1996.

An imam in a state mosque, İbrahim Tunç told Sunday's Zaman that there is currently no regulation enabling religious officials to give spiritual guidance and care to patients in hospitals where patients need spiritual support most because they feel depressed and hopeless. He added that patients need spiritual guidance to recover from illnesses as well as medicine in hospitals.

Dr. Lütfi Öztürk, an internal medicine specialist, told Sunday's Zaman that spiritual care boosts the morale of patients, and good morale affects the immune system positively; so spiritual care helps patients recover from illnesses.
Spirituality excluded from medical care

He said spirituality does not fit easily with people's understanding of science and what constitutes scientific truth, and there is a tendency to exclude the significance of spirituality in medical care, but it is necessary. Öztürk added that spiritual care should be regarded as part of medical care.

Dr. Öztürk said that especially in Islam, illness is seen as a present to humans, helping people get closer to God. When the patients are told this, they are more motivated to endure their illnesses.

A cancer patient who wishes to remain anonymous said patients suffering from cancer suffer from a variety of stresses and are often anxious or depressed. She added that especially during the end-of-life stage, patients are prone to fear the approaching death and suffer from a sense of solitude and alienation; spiritual care helps these patients feel they are not alone and that being ill is not the end of their life. “Unfortunately in Turkey such services do not exist; I experienced a breakdown after I heard I had cancer, so I rejected treatment for a while because I felt no hope at all; there should be spiritual services in Turkish hospitals -- but especially in the treatment of patients suffering from deadly diseases,” she said.

An official from the Turkish Religious Affairs Directorate, Ahmet Çelik told Sunday's Zaman that adopting a regulation about this issue is not currently on the agenda, but added that it is essential because patients need their spiritual concerns to be addressed, too.

Çelik said he believes this issue will be on the agenda soon, but this process should be planned very well. Religious officers who give spiritual care to patients should take in-service training to meet the psychological, social and religious needs of patients satisfactorily. KUALA LUMPUR, 28 Okt: Timbalan Perdana Menteri, Tan Sri Muhyiddin Yassin hendaklah menyedari bahawa kerajaaan yang dipimpin oleh Umno BN sekarang sudah pun gagal menguruskan hasil mahsul negara dengan berkesan.

“Umno digesa melihat kepada diri sendiri terlebih dahulu sebelum menuding jari kepada orang lain. TPM mestilah sedar bahawa busuk ikan itu sebenarnya bermula daripada kepala,” kata Penolong Setiausaha Dewan Ulamak PAS Pusat, Ustaz Nazmi Nik Din.

Beliau mengulas arahan Muhyiddin agar tindakan disiplin atau hukuman setimpal diambil terhadap pihak yang terbukti melakukan pembaziran atau salah guna kuasa seperti dilaporkan dalam Laporan Ketua Audit Negara 2010 seperti mana yang dilaporkan dalam salah sebuah akhbar arus perdana hari ini.

Katanya, itulah akibatnya apabila negara dipandu oleh Umno, apabila Islam tidak dijadikan asas utama dalam kehidupan, maka perasaan takut kepada Allah dalam menguruskan harta orang ramai akan hilang.

"Hadis ada menyebut bahawa anggota badan (perbuatan manusia) kita akan jadi rosak kalau hati sudah rosak, dan sebaliknya kehidupan kita akan jadi sejahtera kalai hati kita sejahtera, persoalannya ialah sejauhmana perjuangan Umno dalam mendidik hati rakyat," kata beliau…

3% dapat manfaat, penentangan PPSMI berasas

KUALA LUMPUR, 28 Okt: Kajian Kementerian Pendidikan Malaysia (KPM) bahawa hanya tiga peratus pelajar mendapat manfaat daripada Pengajaran dan Pembelajaran Sains dan Matematik dalam Bahasa Inggeris (PPSMI) membuktikan kebenaran perjuangan menentang dasar tersebut.

Pengerusi Teras Pengupayaan Melayu (Teras), Azmi Abdul Hamid berkata, kajian itu sekaligus menafikan dakwaan pihak yang pro PPSMI bahawa ianya memberikan banyak manfaat kepada semua pelajar di seluruh negara.

Sebaliknya beliau berkata, seperti yang dijelaskan pihak yang menentang PPSMI sebelum ini, PPSMI hanya akan memberikan manfaat kepada pelajar di kawasan bandar.

"Yang lebih penting kita tekankan, kalau benar-benar kita nak laksanakan pendemokrasian pendidikan, kita harus menekankan aspek bahasa.

"Majoriti penduduk di Malaysia jauh lebih cepat memahami mata pelajaran Matematik dan sains dalam Bahasa Melayu.

"Oleh itu adalah tidak logik dan tidak demokratik kalau nak laksanakan PPSMI," katanya ketika dihubungi Harakahdaily hari ini.

Cikgu Azmi yang merupakan salah seorang anggota Gerakan Mansuhkan PPSMI (GMP), turut berkata, PPSMI bukan penyelesaian kepada usaha meningkatkan prestasi pelajar dan mewujudkan persaingan di peringkat antarabangsa.

GMP pernah mengajurkan demonstrasi besar-besaran di ibu negara pada 2009 membantah dasar tersebut yang turut disertai Sasterawan Negara, Datuk A. Samad Said dan pejuang-pejuang bahasa yang lain.

Ulasan: Nampaknya idea PPSMI Dr M tidak betul dari awal-awal lagi. Bila orang politik memperkenalkannya di puncak kekuasaannya yang menyebabkan PPSMI dilaksanakan tanpa sebarang perbincangan di kalangan pakar lantas beberapa kumpulan pelajar merana. Orang Jepun atau orang Jerman hebat bukan kerana belajar sains dan matematik menggunakan bahasa Inggeris.

Hafsa Shoman, Youngest FJP Candidate, Vows to Defend Women Rights

Hafsa Atef Shoman is not a day over twenty-five. She holds a Bachelor of Arts degree in English language and literature. The Freedom and Justice party (FJP) in Beheira governorate (north of Cairo) nominated her to be on their electoral lists for the People's Assembly. She became the youngest candidate for the party in the whole country, right up to the moment registration was closed for elections.

In an exclusive interview with Hafsa, she said to IkhwanWeb: "The FJP’s nomination of my modest person makes me really proud. To start with, I am proud that I meet the FJP’s criteria for selecting nominees, which include efficiency, openness to the world, social interaction, courage and political awareness".

Hafsa refutes and rejects claims that the role of women and girls is marginalized within the Muslim Brotherhood and the FJP.

"The best reply to these false charges is that the number of female nominees on FJP candidate lists is much higher than in liberal and leftist party lists. Yet the Muslim Brotherhood are traditionally accused of this. The same was true in the 2010 elections, as well," she said.

Then she added: "The role of women will grow with time within the Brotherhood and the FJP. Women are already well-represented in Muslim Brotherhood administration offices and are constantly involved in public work. They are nominated as candidates in elections, too".

Hafsa said: "I was involved in public work since I was a student at the University of Ain Shams. I was responsible for the management of the university campus in the Muslim Brotherhood female student organization. As female students, we were active in public work".

With respect to her ambition in the next elections, Hafsa said: "I have confidence that the Egyptian people, after January 25, enjoys sharper awareness, and will be able to side with the FJP lists, after the end of the scarecrow image with which the ousted regime painted the Muslim Brotherhood at home and abroad".
Hafsa expressed her ambition to positively represent women in parliament and to adopt FJP methodology in the defence of women's rights – women who were often oppressed during the reign of previous ruling regimes in Egypt, especially the Mubarak regime.

Hafsa is optimistic for women's role in the next phase in Egypt. She explains: "Women, here, are not as the West believes. They will have a vital role that is as different as the Arab spring itself.. which was an expression of peaceful revolution amongst the Arab peoples, and then copied in the West where people angry with the regimes and systems went out in demonstrations occupying streets and cities”.

Tunisia: An election full of surprises

Al-Nahda is in. The mathematics of the elections will not be finalised until Tuesday. What is known is that a majority of the overseas seats have gone to al-Nahda - five in France, seven in Germany and several seats of those reserved for the Arab World where voter turnout was nearly twice that recorded in Europe.

Nine months after the popular uprising that ended the authoritarian rule of Zine El Abidine Ben Ali, Tunisians have voted in the first free and fair elections, and the voter turnout has been surprisingly and emphatically high.

A few international observers who have made it to nearly a dozen polling stations in the Sousse region are generally happy with the conduct of the elections. There were electoral indiscretions, including vote buying and using ideological propaganda to queuing voters. In some stations, there were irregularities having to do with lack of training.

It is past 3 am and the Sousse Electoral Observatory is still waiting for the ballot boxes to come from 441 polling stations. The result from one station will be read in 30 minutes. It will be a painstaking counting that will continue for several hours. Ballot boxes are being transported with army escort all over the country. In the Sousse Independent Electoral Observatory branch, five officers representing the army, the police and the national guard, are in charge of security. 

The officers are in almost constant contact with the vehicles transporting the ballot boxes, getting continuous updates of the whereabouts of the precious cargo of the incipient democracy.

In a sign of the new and exciting times, the electoral branches are counting, in most regions, in the spacious buildings of the dissolved ruling party. In these buildings, the electoral observatory has dozens of young cadres overseeing the operation, supplying stationary, additional ballots and even ballot boxes in some stations.

Outside the building, large screens are broadcasting continuous talk shows covering the elections with the country's new political stars, pundits and international visitors engaging in analysis of the momentous event.

Political forces

So far, the surprise confirmed is that al-Nahda is the political force to be reckoned within the country. The mood seems to be one of general acceptance. But the victory will be weighty and no doubt, it will land the Islamists with a political workshop for further moderating their politics, strategies and discourse. As the major political party, scrutiny will be directed to everything it does and says.

The Congress for the Republic, and with modest finances, has had a good election according to preliminary indications. Had Moncef Marzouki, the party's leader, invested more resources in the country's rural areas, he would have collected more seats. Marzouki is known for his human rights activism, and the results should boost his aspiration for the presidency.

It remains to be seen whether Nejib Chebbi of the Progressive Democratic Party (PDP) will be performing solidly in his own seat, previously presumed safe in the Tunis two district. It would be a huge embarrassment if he came even second in his own territory. Whether he is being punished for rushing into accepting a portfolio in the first post-revolution administration cannot be confirmed. Tunis two, the district of death, was not going to be easy. His PDP may be on its way to being outclassed by the Congress for the Republic. Chebbi, whilst charismatic, should now let Maya Jeribi, the only female party leader, run the party without his tutelage.

Hamma Hammami's POCT may be also polling well, perhaps rewarded for consistency despite demonisation from anti-communist voices. Hammami, along with Marzouki, is potentially a partner in a prospective alliance led by the al-Nahda Party. Hammami was a victim of the Ben Ali dictatorship like all other key political figures taking over new Tunisia.

New landscape

The other party that was expected to do well may be headed for less disappointment than the PDP. Mustafa bin Jaafar's Forum is awaiting the results with anxiety. Its leaders have been expecting results that would firm them up as the party second only to the al-Nahda. The next 12 hours will be crucial for further reordering the country's political landscape.

The Initiative or Mubadara Party, led by a former Ben Ali foreign minister, is indicated to have polled surprisingly well. It remains to be seen whether the Ettajdid and the so-called modernist bloc do well, at least by a minority but committed anti-Nahda voices.

The architects of the electoral strategy have put in place a scheme that disperses votes amongst more than 100 seats. So far, the voters have showed cautiousness by voting for known political parties and figures, including figures heading newly licensed political parties.

The next few weeks will reveal new political coalitions before the Constituent Assembly is opened for the business of constitution framing.

A minute of silence is observed as the Sousse Branch's chief gives the green light for beginning the announcement of the early results from results tallied up in polling centres. Praise is heaped on the national army, credited now with protection of the electoral operation as it did with the revolution on January 14. The trickle of results seem to confirm Nahda's rise is unstoppable.

It is going to be a long day here in Sousse and the rest of Tunisia.

But the ambiance of a celebratory mood is modest. No one is claiming to be teaching other Arabs democracy. To the contrary, young representatives of the country's EU trained and funded first electoral observation NGO, Muraqiboun, say they are happy to cooperate with Libyans and Egyptians to consolidate democratic learning.

It is a form of slavery that is passed down from one generation to the next, enslaving millions.

In this episode of Slavery: A 21st Century Evil, Al Jazeera's Rageh Omaar investigates slavery that is passed down from father to son, mother to daughter.

Although the practice of bonded labour is common in several parts of the world, in Pakistan and India, the systematic enslavement of generations of workers is widespread as governments fail to enforce their own laws against bonded labour.

Rageh meets men, women and children labouring in quarries and brick kilns, in dangerous conditions and for effectively no pay.

Most of these slaves have been held for generations, paying off a supposed 'loan' taken out by their grandparents.

Some have been lucky enough to escape but others have had to buy their way out of it by selling their organs to help pay off the 'debt'.

"There is no way out. How do I get out? I have no way out of this. My grandfather died here, my father has grown old here, and I am growing old too. We are slaves, we are not free." - Ashraf, a bonded labourer.

Turkey doubles down on Gaza development

Tunisia's Al-Nahdah declared election winner

Tunisia's Islamist Ennahdha (Al-Nahdah) party has won historic democratic elections with 41.47 per cent of votes cast, nine months after the toppling of dictator Zine el Abidine Ben Ali.

The party obtained 90 seats in a new 217-member assembly that will rewrite the constitution, appoint a president and form a caretaker government, elections chief Kamel Jendoubi told journalists in Tunis on Thursday.

"We will continue this revolution to realise its aims of a Tunisia that is free, independent, developing and prosperous in which the rights of God, the Prophet, women, men, the religious and the non-religious are assured because Tunisia is for everyone," Ghannouchi told a crowd of supporters.

The leftist Congress for the Republic (CPR) was in second place with 13.82 per cent, representing 30 seats, and Ettakatol third with 9.68 per cent or 21 seats, he said.

However, protests linked to the party placing fourth in Sunday's voting erupted in and around Sidi Bouzid, the town where the uprising that drove this North African nation's strongman from power.

The leader of Areedha Chaabiya, or Popular List party, Hachmi Hamdi, announced on national television that he was withdrawing the 19 seats his party won after the electoral commission invalidated six of its lists…

BUKANLAH tujuan kita sepanjang masa mencari salah Kerajaan. Kita juga harus mengiktiraf perkara-perkara betul yang Kerajaan lakukan.

Tetapi kalau Kerajaan melalukan kesalahan, kita berhak mengutuknya kerana kita tidak memilih dan membiayai Kerajaan untuk melakukan kesalahan.

Atas prinsip itu, kita menyambut baik Laporan Ketua Juruaudit Negara yang memberi markah tinggi kepada kebanyakan Kementerian, Jabatan dan Agensi Kerajaan. Tetapi kita juga mengutuk kegagalan Kementerian, Jabatan dan Agensi yang gagal menunjukkan prestasi baik.

Pada 24 Oktober, portal berita Malaysian Insider melaporkan yang Jawatankuasa Akaun Awam Dewan Rakyat (PAC) akan menyiasat tujuh Kementerian dan Agensi kerana pengurusan kewangan yang lemah.

Mereka adalah Kementerian Kesihatan, Kementerian Sains, Teknologi dan Inovasi, Kementerian Tenaga, Teknologi Hijau dan Air, Kementerian Pengangkutan, Lembaga Hasil Dalam Negeri, Jabatan Kastam dan Perbadanan Stadium.

Pengerusi PAC, Azmi Khalid dipetik memberitahu pemberita bahawa ini adalah tujuh yang diperakukan oleh Ketua Juruaudit Negara dalam laporan tahunannya yang terbaru. Kata Azmi, PAC akan memutuskan minggu depan kalau bilangan yang akan disiasat akan ditambah.

Azmi yang disertai Ketua Juruaudit Negara, Ambrin Buang, berkata, pengurusan kewangan Kementerian dan Agensi Kerajaan bertambah baik dengan 43 daripadanya mendapat skor tertinggi empat bintang, 60 tiga bintang dan dua mendapat dua bintang. Tidak ada yang memperoleh penarafan bintang merah iaitu satu bintang.

Saya tidak bercadang membuat analisis laporan Ketua Juruaudit Negara itu kerana media massa arus perdana dan baru telah banyak melaporkannya.

Memadailah kalau saya katakan, kelemahan pengurusan kewangan awam, biar sekecil mana pun, tidak boleh dipandang remeh, apatah lagi dalam suasana kewangan negara yang semakin terhad dan mencabar.

Penyalahgunaan, pembaziran dan kebocoran peruntukan kewangan negara bertentangan langsung dengan mantera 1Malaysia, Rakyat Didahulukan, Pencapaian Diutamakan dan menggambarkan kegagalan Pelan Transformasi Kerajaan (GTP) yang menjadi wadah perjuangan Perdana Menteri Mohd Najib Abdul Razak.

Apatah lagi, Perdana Menteri sendiri, sebagai Menteri Kewangan, adalah ketua turus kewangan negara. Jadi, kalau ada autoriti mutakhir yang perlu dipersalahkan kerana kelemahan pengurusan kewangan awam, hendak tidak hendak, orang itu adalah Perdana Menteri sendiri kerana beliau adalah Menteri Kewangan.

Sebab itulah saya dari dulu lagi, berpegang kepada prinsip bahawa Perdana Menteri tidak wajar menjadi Menteri Kewangan. Tetapi, oleh kerana Perdana Menteri memilih untuk turut menjadi Menteri Kewangan, maka beliau perlulah menanggung padah “the buck stops here” seperti yang diungkapkan oleh Presiden Amerika, Harry S. Truman.

Dalam ingatan saya, hanya Tunku Abdul Rahman Putra tidak pernah menjadi Menteri Kewangan. Yang lain semuanya menjadi Menteri Kewangan, kalau tidak lama, sekejap. Mohd Najib menjadi Menteri Kewangan sejak beliau menerajui negara pada awal 2009.

Elok disebutkan yang dua daripada agensi yang akan disiasat oleh PAC terletak di bawah Kementerian Kewangan iaitu Jabatan Kastam dan Lembaga Hasil Dalam Negeri.

Itu belum diambil kira sembilan Kementerian dan Jabatan yang terlebih berbelanja sebanyak RM3.73 bilion. Antaranya Kementerian Pelajaran, Kesihatan, Pertanian dan Industri Asas Tani, Jabatan Perkhidmatan Awam, Jabatan Peguam Negara, Suruhanjaya Anti-Rasuah Malaysia dan Suruhanjaya Perkhidmatan Awam.

Secara peribadi, saya tidak membantah keras kalau kejadian terlebih berbelanja oleh Kementerian-Kementerian sosial dan ekonomi seperti Pelajaran, Kesihatan dan Pertanian bukan berpunca daripada pembaziran atau penyelewengan.

Dalam suasana ekonomi yang lembap dan inflasi yang meningkat, adalah lebih baik Kerajaan berbelanja ke atas rakyat jelata daripada untuk kesenangan beberapa kerat Menteri dan pegawai tinggi. Jadi, eloklah dijimatkan perbelanjaan mengubahsuai rumah dan pejabat Menteri, perjalanan dan keraian yang tidak perlu.

Satu lagi, saya bimbang sikap sambil lewa sesetengah pegawai awam terhadap kewangan negara bukan sahaja merugikan rakyat jelata, malah akan membawa nama buruk kepada Kerajaan.

Golongan yang paling dianakemaskan dan dijaga ibarat menatang minyak yang penuh adalah kakitangan awam. Tetapi, bukan sahaja perkhidmatan awam masih tidak cemerlang seperti yang dijanjikan di bawah GTP, malah (dengan ampun) wujud tanda-tanda ketidakpedulian dan sabotaj oleh elemen-elemen tertentu dalam perkhidmatan awam.

Akar umbi kepada kewujudan unsur-unsur negatif ini perlu didalami, difahami dan ditangani segara. Kepastian perlu dicari sama ada ia kebetulan atau disengajakan.

Antara yang sering kita dengar adalah ketidakpuasan hati kakitangan awam terhadap campur tangan pihak luar dan pihak-pihak dalam Kerajaan yang diberikan kuasa eksekutif yang mengatasi kuasa Menteri dan Ketua-Ketua Jabatan dan Agensi.

Kenyataan Parti Ennahdha (Al-Nahdah) mengenai Keputusan Pilihanraya Tunisia 

Parti Ennahdha telah memperolehi 40% dari kerusi Parlimen Kebangsaan. Dengan amanah yang diberikan di dalam pilihanraya bersejarah ini, Ennahdha bukan lagi milik ahli, penyokong maupun pengundinya, bahkan kini ia milik semua rakyat Tunisia. 

Kami amat gembira melihat iklim politik tanpa ketegangan yang sering dikaitkan dengan kempen pilihanraya, di samping pendirian matang dan bertanggungjawab dari pemimpin politik. Kita memang perlu belajar prinsip baru demokrasi termasuk mengiktiraf peranan penting pembangkang. 

Kami ingin menegaskan sekali lagi bahawa kami ingin bekerjasama dengan semua pihak tanpa kecuali. Kami terbuka kepada semua parti politik, samaada di dalam atau di luar Parlimen, serta semua badan-badan masyarakat madani seperti Kesatuan Sekerja dan pertubuhan-pertubuhan lain . 

Kami sedang mengadakan perbincangan bagi membangunkan perikatan berdasarkan perkongsian program ekonomi, sosial dan politik. 

Kami menghargai kecekapan pentadbiran Tunisia dan keterampilan penjawat awamnya yang bakal menjadi sebahagian daripada rakyat yang diperlukan oleh Tunisia di dalam fasa baru negara. 

Kami tidak menyertai kerajaan melalui kereta kebal atau rampasan kuasa, tetapi berdasarkan keabsahan pilihanraya yang bersejarah ini. Jadi kami menekankan kesinambungan Negara Tunisia dan iltizam kami terhadap semua perjanjian yang dimeterai. 

Kami percaya adalah menjadi tanggung-jawab kerajaan bagi membawa pembangunan dan penjanaan kekayaan dan penyediaan pekerjaan. Kami ingin memberi jaminan ini kepada pasaran dan rakan ekonomi antarabangsa. 

Rakyat Tunisia telah lama menderita di bawah dictator dan kini mereka berpeluang untuk menikmati kebebasan. Tunisia baru akan bebas daripada penindasan dan akan bersikap terbuka kepada semua rakyat.

Pendedahan Audit: SPRM Jangan Hanya Buka Siasatan Tetapi Tiada Tindakan - YB Azan

Suruhanjaya Pencegahan Rasuah Malaysia (SPRM) bukan hanya perlu menyiasat penyelewengan yang didedahkan dalam laporan Ketua Audit Negara 2010, tetapi turut mengemukakan hasil laporan dan pendakwaan.

Ahli Parlimen Indera Mahkota, Azan Ismail berkata, ini kerana laporan Audit jelas menunjukkan berlaku penyelewengan dan kelemahan ketara terhadap projek yang dilaksanakan kerajaan pusat dan negeri.

“Kita merasa agak bimbang, siasatan ini hanya untuk memperbaiki imej SPRM berikutan langkah kerajaan untuk mengambil hati rakyat sempena pilihan raya.

Pakar perlembagaan Prof Dr Abdul Aziz Bari menegaskan, tindakan melibatkan kabinet dengan Laporan Ketua Audit Negara (LKAN) merupakan kesalahan dan bertentangan dengan semangat perlembagaan.

Katanya, Perkara 107 Perlembagaan Persekutuan menyebut LKAN perlu disediakan oleh ketua audit negara dan diserahkan kepada Yang di-Pertuan Agong sebelum dibawa ke Dewan Rakyat.

"Perkara ini salah dan saya percaya boleh dibawa ke mahkamah. Dalam perlembagaan, di mana ada kabinet disebut (terlibat)? Lagi pun, kabinet sebahagian daripada player," kata pensyarah kanan Universiti Islam Antarabangsa (UIA) itu.

"Secara logiknya juga, kalau bentang pada kabinet, buat apa perlu ada (jawatan) ketua audit negara."

Ketua Audit Negara Tan Sri Ambrin Buang pada 21 Oktober lalu menjelaskan, sejak 1982, LKAN dimaklumkan kepada kabinet sebelum dibentangkan supaya kerajaan dapat mengetahui isu yang dibangkitkan dan bersedia memberi penjelasan apabila diperlukan...

PAS sudah tiga kali bawa undang-undang mengawal murtad di Parlimen tetapi ditolak.

(Free Malaysia Today) - Ketua Dewan Ulamak PAS Pusat, Datuk Harun Taib menegaskan bahawa untuk memastikan murtad tidak berlaku di negara ini ialah dengan meluluskan Rang Undang-undang Hudud di Parlimen dan bukannya di stadium yang turut menangani masalah hukuman riddah.

Beliau berkata demikian sebagai mengulas kenyataan Timbalan Menteri di Jabatan Perdana Menteri, Datuk Dr. Mashitah Ibrahim sepertimana yang dilaporkan Utusan Malaysia hari ini.

Mashitah berkata, hala tuju perjuangan PAS kabur kerana PAS tidak menyokong Akta Murtad dan penganjuran Himpunan Sejuta Umat (Himpun) di Stadium Shah Alam Sabtu lalu.

Kenyataan Harun dalam Harakahdaily hari ini merujuk kepada usaha yang telah dilakukan oleh PAS sebelum ini untuk memerangi murtad termasuk membawanya ke parlimen.

Katanya, PAS sudah tiga kali membawa Rang Undang-Undang Persendirian (Murtad) di Parlimen sejak 1990 oleh Datuk Seri Tuan Guru Abdul Hadi Awang untuk mengawal murtad.

“Malangnya usul yang memerlukan cadangan daripada anggota kabinet tidak diangkat walaupun sidang Parlimen habis,” ujar beliau.

Tolak hudud tapi sokong Akta Murtad 

Menteri Besar Kelantan Tuan Guru Datuk Nik Abdul Aziz Nik Mat berkata, beliau menyokong idea agar digubal satu undang-undang khusus mengawal murtad di negara ini tetapi pada masa yang sama menyoal sama ada pihak yang menentang hukum hudud boleh menerima undang-undang sedemikian.

“Saya diminta untuk memberi respons tentang isu Akta Murtad, saya menyokong. Cuma saya musykil, bolehkah orang yang menentang hudud menyokong Akta Murtad?”, soal mursyidul Am PAS itu dalam satu mesej menerusi laman sosial Facebooknya baru-baru ini.

Sehubungan itu kata beliau, liputan berkaitan dengan undang-undang itu ”hanyalah mainan media, sampai masanya Umno dan seluruh media massa akan senyap.”...

KUALA LUMPUR 26 Okt. – Bekas Ketua Polis Negara, Tan Sri Abdul Rahim Noor mengingatkan orang Melayu supaya kembali bersatu untuk memastikan keselamatan negara sentiasa terjamin.

Katanya, penyatuan orang Melayu bukan sahaja menjamin keselamatan negara, malah ia juga akan memberi rahmat kepada kaum lain yang hidup bersama di negara ini.

“Orang Melayu perlu bersatu seperti mana ketika 1946 dahulu semasa membantah usaha untuk menubuhkan Malayan Union. Malah, kesatuan serta kesepakatan orang Melayu ketika itu juga yang menyebabkan ideologi pengganas komunis gagal meresap di negara ini.

“Ia (bersatu) merupakan asas kepada keamanan yang kita kecapi sepanjang 54 tahun negara merdeka. Kita sebagai rakyat dapat hidup dengan aman walaupun terdapat perbezaan bangsa serta agama, pembangunan negara turut berjalan lancar kerana keamanan ini.

“Jadi bersatulah. Hanya dengan bersatu, keselamatan kita akan terjamin dan negara sentiasa aman makmur,” katanya ketika menyampaikan ucapan perasmian Persidangan Pertubuhan Pribumi Perkasa Malaysia (Perkasa) Kedua di sini, hari ini…

Mohamed Bouazizi: memories of a Tunisian martyr

Mohamed Bouazizi has become a hero in Tunisia ever since he doused himself in petrol and set himself alight in December, triggering protests which ultimately led to the downfall of President Zine al-Abidine Ben Ali. 

He sold fruit and vegetables without a permit because he was unable to get a formal job.

Mr Bouazizi, 26, later died from his injuries. His younger sister Samia told the BBC World Service what her brother was going through before his death and how he inspired Tunisia.

"Mohamed was in trouble because agents from the council were asking for bribes every time he was buying and selling his vegetables. 

On the day he set himself on fire he went to sell his vegetables as usual.

An agent from the council asked for bribes and again he refused so they took his vegetables, fruit, took his goods and put them in the car. One of them asked for the scales and Mohamed refused. 

At that point one of the agents smacked him and beat him in the face. The other three agents also started beating him. 

Mohamed was crying, screaming and pleading with them but they wouldn't stop. 

After that he went to the town hall and asked for his goods and scales to be returned. But they refused so he went to the main government and again asked for his goods to be returned to him.
'Only solution'

Mohamed asked to see the governor but the police prevented him from entering the building. Again he pleaded, cried and screamed but still they refused. 

All the doors closed before him. He was crying and crying but nobody was helping. So for him the only solution he saw was death.

He then just went away, bought a bottle of petrol and did this act. 

Shortly after, my neighbour came to see me to tell me Mohamed had set himself on fire and he was badly burnt.

It was a terrible shock for us and we're all suffering and crying since Mohamed died. The loss is very difficult for all of us because we are all unemployed. Nobody is helping us. 

No member of our family could believe he was dead, it was a big, big surprise. 

But it was also a surprise to see all these people with Mohamed's big picture taking to the streets and shouting his name and crying. There were many people in the centre of Sidi Bouzid. It was a huge movement. 

Before in Tunisia there wasn't any justice or solidarity, fraternity but now owing to Mohamed all young people can talk freely."

Turkey says won't change its position on Israel despite aid

Turkish Foreign Minister Ahmet Davutoğlu has said Turkey will not change its what he termed "a principled position" with respect to Israel because of its aid it sent to help cope with earthquake that wrecked life havoc in eastern Turkey, stressing that Ankara's political conditions for reconciliation remain intact.

Davutoğlu is the latest Turkish official to claim that intense political climate both Israel and Turkey are going through does not affect both countries' determination to help each other on humanitarian grounds. While speaking to a news conference with his Jordanian counterpart, Davutoğlu dismissed claims that Turkey initially rejected international offers for aid and said Turkey has never considered the aid offers with "[political] prejudice." 

Turkey asked dozens of countries on Monday, including Israel, who previously told Ankara were ready to send aid for earthquake victims and international aid have started pouring in since then. Israeli Defense Minister Ehud Barak instructed the military send aid to Turkey as requested. The Israeli aid plane was scheduled to land in Ankara on Wednesday afternoon. 

Earthquake in eastern Turkey also presented a window of opportunity for Turkish and Israeli leaders to bury hostilities as leaders of both countries had phone conversations after a long hiatus. Turkish President Abdullah Gül and Turkish Prime Minister Recep Tayyip Erdoğan spoke on phone with their Israeli counterparts, Shimon Peres and Benjamin Netanyahu. 

But Davutoğlu rejected any reconciliation between Turkey and Israel and said aid by the Jewish state will not translate into change into Ankara's position regarding Israel. "Political conditions remain," Davutoğlu said, referring to Turkey's demands for restoring ties…

Turkey FM: Assad following path Gaddafi once walked

Turkey regrets seeing Syria following the same chaotic process that Libya went through, but Bashar al-Assad is brushing off friendly advice to step down, just like Muammar Gaddafi did when Turkey told him that Libyan unrest would bring about his demise, Turkish Foreign Minister Ahmet Davutoğlu told Turkish media over the last two days as he proceeded from a visit to Serbia to the Middle East.
 
“Our prime minister [Recep Tayyip Erdoğan] was telling Gaddafi the same things he is telling Assad today; but I am afraid Syria is moving toward a similar period [as Libya],” Davutoğlu told the Star daily in an interview the paper published on Wednesday. Noting that Turkey had informed Gaddafi of what could and would eventually happen after he lost his grip over protests in Libya, Davutoğlu expressed his sorrow over the brutal killing of Gaddafi by his own people, as he dubbed what he saw in the footage of his death as “scenes that hurt our conscience.”

According to Davutoğlu, Turkey has tried hard to prevent a clash similar to what happened in Libya over the last few months from being repeated in Syria, but the calls have gone unanswered. “He [Erdoğan] told Assad to hold elections, and let the Syrian nation decide on the future of the country, but Assad does not listen, just like Gaddafi did not,” Davutoğlu was quoted as saying by Star.

The remarks from the foreign minister were the most recent from Turkey on Syria after a long break of contact with that country, as Turkish officials in the past repeatedly called on Assad to backpedal and go for democratic reforms and elections, but sharply cut down on efforts when Assad made clear he would not heed advice from other countries. “The process does not play out well for leaders who do not receive their power from their nation; once they lose political power, it is either jail or a grave that they end up in,” Davutoğlu commented in harsh words that noted how critical Turkey perceived the condition of leaders of the Arab Spring who resist change and the will of their people…

Umno terdesak, guna 3R tarik sokongan Melayu

TEMERLOH, 27 Oktober: Umno sedang cuba menggunakan strategi “3R” iaitu racial (perkauman), religion (agama) dan royal (raja ) bagi memenangi undi pilihan raya, kata Timbalan Presiden PAS Haji Mohamad Sabu.

Beliau mendedahkan, serangan politik sedemikian digunakan setelah parti itu merasakan sukar dan tidak yakin untuk mendapatkan undi bukan Melayu dan bandar seperti keputusan Pilihan Raya Umum (PRU) 2008.

“Dalam keadaan politik sekarang untuk memenangi pilihan raya Umno mengharapkan empat komponen iaitu undi Melayu luar bandar, undi peneroka Felda, undi pos dan undi daripada Sabah serta Sarawak.

“Untuk itu strategi mereka mempermainkan isu-isu bersifat 3R iaitu racial (perkauman), religion (agama) dan royal (raja). Manakala negeri utama sasaran mereka ialah Selangor, Pulau Pinang dan Perak,” katanya.

Mohamad berkata demikian ketika berucap di hadapan lebih 3,000 pendengar sempena Sambutan 60 Tahun PAS Peringkat Negeri Pahang, di Tapak Kompleks PAS, Kerdau di sini malam tadi….

Ulasan: Apakah di harapkan lagi kepada UMNO yang dianggap Tun Dr Mahathir sebagai  “Umno busuk hingga ke ususnya.”? Dan “Umno busuk daripada peringkat terendah hingga ke peringkat tertinggi.”

Jadikan laporan audit KPI tolak BN

KUALA LUMPUR, 26 Okt: Dewan Pemuda PAS menggesa rakyat di negara ini menjadikan Laporan Ketua Audit Negara 2010 sebagai Indeks Prestasi Utama (KPI) untuk menilai kecekapan dan keberkesanan pentadbiran kerajaan Barisan Nasional.

Timbalan Ketua, Dewan Pemuda PAS Wilayah Persekutuan, Mohamad Suhaimi Abdul Aziz berkata, daripada Laporan Ketua Audit Negara 2010, didapati terdapat banyak kelemahan, kepincangan, ketirisan serta kepincangan dalam projek-projek pelbagai kementerian serta agensi kerajaan.  

"Di sebalik pembentangan Bajet ‘gula-gula’ pilihan raya 2012, yang dianggap ramai sebagai bajet rakyat kerana banyak peruntukan 'one off' untuk rakyat, Laporan Ketua Audit Negara 2010 menceritakan segala-galanya. 

"Tidak hairanlah, Laporan Ketua Audit Negara 2010 gagal dibentangkan pada masa yang ditetapkan iaitu semasa Bajet 2011 tempo hari," katanya dalam satu kenyataan hari ini.

Beliau merujuk kepada laporan bahawa RM 160.7 juta yang telah diululuskan oleh Kementerian Pelajaran untuk membina 300 makmal komputer, namun hanya 2 buah makmal sahaja yang siap sementara peralatan ICT yang dibekalkan sejak 3 tahun lepas masih belum dapat digunakan.

Kementerian Sumber Asli dan alam Sekitar pula mencatatkan pembelian barangan yang jauh lebih mahal dari harga sebenar. 

Antaranya komputer riba dan pencetak dibeli dengan harga RM 11,845 berbanding pasaran RM3,428 iaitu 246% lebih mahal, LCD TV dan DVD Player dengan RM 16,100 berbanding pasaran RM 2,182 iaitu 638% lebih mahal, Radar X-Band dengan RM 47,725 berbanding pasaran RM 8,255 iaitu 478% lebih mahal, Bushnell Binocular dengan RM 56,350 berbanding pasaran RM 2,827, 1893% lebih mahal, Marine Binocular dengan RM 56,350 berbanding pasaran RM 1,940, 2805 % lebih mahal, Walkie-Talkie dengan RM 4,324 berbanding pasaran RM,1561, 177% lebih mahal.

Majlis Sukan Negara pula mencatat pembelian boros dengan membeli 23 ekor kuda baka khas untuk sebuah pertandingan dengan harga RM 5.66 juta. 

Pembelian ini dibuat secara runding terus tanpa mendapat kelulusan dari Kementerian Kewangan. 

Namun, 18 ekor darinya tidak melepasi piawaian Federation Equestre International, hanya lima ekor sahaja lulus untuk menyertai pertandingan.

Kementerian Pertanian dan Industri Asas Tani pula mencatat pengurusan yang tidak telus dan tidak efektif kerana tidak membayar RM 110.67 juta insentif kepada 73 291 orang petani. 

Kementerian Sains, Teknologi dan Inovasi pula gagal mengurus secara efektif kerana peralatan yang berjumlah RM 64.69 juta masih terbiar dan tidak dapat digunakan sehingga kini. 

Akibat itu, sejumlah RM 0.44 juta lagi dibazirkan untuk kawal selia dan insurans bagi menyimpan peralatan tersebut.

Selain itu, terdapat 8 Syarikat GLC yang mengalami penurunan pendapatan selama tiga tahun berturut-turut. Malah, ada syarikat GLC yang mengalami kerugian seperti Syarikat Prasarana Negara, Kertapi Tanah Melayu, Assest Global Network dan Indah Water Konsortium. Jumlah kerugian keseluruhan ialah RM 630.45 Juta.

Mengulas lanjut, Suhaimi berkata kesemua fakta yang diberikan hanya sebahagian daripada keseluruhan kelemahan dan kepincangan kerajaan dan ternyata saban tahun negara ditadbir oleh pemimpin yang tidak cekap, tidak amanah, efisyen dan konsisten. 

"Amalan boros, membazir sudah seakan sebati dalam diri pemimpin negara hari ini. Harta rakyat seumpama harta ‘mak bapak’ mereka yang boleh diagih sesuka hati mereka.

"Cukuplah negara ditadbir oleh mereka yang kurang berkemampuan, dan berikan ruang pula buat Pakatan Rakyat mentadbir negara," tegasnya.

Ulasan: Rakyat mempunyai banyak sebab untuk menolak BN/UMNO yang tidak cekap, tidak amanah, tidak efisyen dan tidak konsisten dalam PRU yang terdekat.


Audit: Bukti Umno BN gagal urus wang negara

KUALA LUMPUR, 26 Okt: Jabatan Pilihan raya Dewan Pemuda PAS Malaysia menyokong penuh kenyataan Ketua Penerangan PAS Pusat, Datuk Tuan Ibrahim Tuan Man berhubung isu kelemahan pengurusan kewangan kerajaan adalah disebabkan oleh kerakusan Umno BN memerintah negara dengan secara boros, tidak berhemah dan berlaku penyelewengan kuasa yang serius sehingga menyebabkan kehilangan wang kerajaan.

“Kelemahan ini telah ditegur oleh Ketua Audit Negara, Tan Sri Ambrin Buang di dalam Laporan Ketua Audit Negara bagi tahun 2010,” kata pengarahnya, Mohd Sany Hamzan.

Katanya, Jabatan Pilihan raya Dewan Pemuda PAS Malaysia melihat kerajaan selama ini sememangnya tidak pernah mengambil peduli terhadap perjalanan sistem pengurusan kewangan yang berhemah dan telus.

Ini, katanya kerana budaya kerja Umno BN telah membarah dengan budaya rasuah, kronisme dan nepotisme walaupun telah ditegur oleh Ketua Audit Negara tahun-tahun sebelum ini.

Selain itu, ujarnya disebabkan kelemahan pengurusan kewangan Kerajaan Pusat juga memberi kesan terhadap syarikat-syarikat yang dikawal oleh Kementerian Kewangan yang mana 19 daripada 47 syarikat mengalami kerugian pada tahun 2009.

Jumlah kerugian bernilai RM0.71 billion iaitu penurunan RM3.83 billion berbanding keuntungan sebelum cukai sebanyak RM96.18 billion pada tahun 2008.

Oleh itu, tambah beliau Jabatan Pilihan raya Dewan Pemuda PAS Malaysia menasihatkan rakyat Malaysia keseluruhannya supaya menolak Umno BN di dalam pilihan raya umum yang akan datang kerana Umno BN terbukti gagal di dalam mengurus kewangan negara, mengamalkan rasuah dan menyalahgunakan dana kerajaan untuk kepentingan peribadi dan kroni.

“Tolak BN untuk selamatkan Malaysia,” serunya.

Ulasan: Rakyat kini ada bukti kukuh untuk menolak BN/UMNO untuk selamatkan negara kita.

Hudud: Biar Kelantan jadi makmal

SHAH ALAM, 26 Okt: Exco Pembangunan Islam, Pendidikan dan Dakwah Negeri Kelantan, Datuk Mohd Amar Abdullah berkata, Kelantan harus menjadi makmal kepada perlaksanaan undang-undang syariah tersebut.

Jika perlaksanaannya gagal, maka kerajaan negeri katanya akur dengan keputusan itu manakala jika berjaya maka tidak ada alasan perlaksanaannya ditolak di Malaysia.

"Kita berharap Kelantan akan menjadi makmal kepada perlaksanaan Hudud dan jika ia gagal maka kita menerimanya jika perlaksanaan itu berjaya maka tidak akan ada alasan untuk ia ditolak dari perlaksanaannya di Malaysia," katanya.

Beliau berkata demikian dalam Wacana anjuran SInar Harian bertajuk "Hudud Dilema dan Perlaksanaan" di sini semalam.

Tambahnya lagi, tujuan Kelantan ingin melaksanakan hudud adalah kerana hendak menghapuskan gejala sosial dan jenayah yang ada sekarang kerana ia dilihat mampu mengurangan gejala tersebut.

"Pada masa sekarang undang-undang biasa di negara ini tidak dapat mengatasi sepenuhnya gejala jenayah dan sosial yang berlaku yang mana setiap hari sentiasa ada kes ragut, pembuangan bayi dan juga rompakkan dilaporkan.

"Bagi saya setiap apa yang di maksudkan di dalam al-Quran tentang hudud saya yakin masalah ini dapat kita selesaikan kerana hudud akan memberi kesan kepada mereka yang melakukan kesalahan," jelasnya lagi...

Cegah murtad: Mantapkan aqidah, bukan himpunan

KUALA LUMPUR, 27 Okt: PAS secara konsisten berpendirian bahawa kedah mencegah murtad adalah dengan cara memantapkan aqidah umat Islam itu sendiri seperti konsep yang ditunjukkan oleh al-quran dan Rasulullah S.A.W.

Presiden PAS, Datuk Seri Tuan Guru Abdul Hadi Awang berkata, pendekatan hujah dengan ilmu dan perlaksanaan syariat yang tegas dan adil serta menghukum penganut Islam dan menyampaikan dakwah kepada pihak lain tanpa paksaan adalah kaedah lebih lunak mencegah gejala tersebut.

"PAS memilih uslub menyampaikan mesej Islam dengan konsep yang ditunjukkan oleh Al Quran dan Rasulullah S.A.W. dengan cara memantapkan aqidah umat Islam sendiri secara istiqamah yang menghalang murtad dengan ilmu dan syariat yang tegas dan adil, menghukum penganut Islam, dan menyampaikan dakwah kepada pihak lain tanpa paksaan dengan uslub hiwar antara agama dan tamadun, serta berhujah dengan ilmu dan amal Islam yang adil dan sempurna," katanya dalam satu kenyataan kepada Harakahdaily.

Beliau berkata demikian dipercayai sebagai mengulas pendekatan pihak tertentu yang menganjurkan Himpunan Sejuta Umat (Himpun) baru-baru ini bagi membantah usaha kristianisasi umat Islam.

Bagi PAS, kata Tuan Guru Abdul Hadi, pendekatan berhimpun tersebut ibarat "cuba menangkap segelintir pencuri yang ada bersama dalam himpunan tersebut".

Selain itu beliau mempersoal, jika perhimpunan itu satu bantahan, kepada siapa ianya dituju, dan apakah kesannya.

"Satu himpunan besar dikerah bagi menangani gejala murtad yang berlaku dalam masyarakat Islam di Malaysia. Kepada siapa ditujukan sekiranya ia adalah bantahan? Apakah pendekatan dan uslub yang akan diambil?," soalnya.

"PAS tidak bersedia bangkit laksana keluar beramai-ramai untuk menangkap hanya segelintir pencuri yang berjaya melepaskan diri, dengan cara pencuri berada sama dikalangan orang ramai yang memburunya, sama-sama meneriakkan : Pencuri! Pencuri! Akhirnya pencuri hilang bersama suara laungan yang berkumandang," katanya lagi.

22 Oktober lalu, beberapa NGO Islam mengadakan Perhimpunan Sejuta Umat (Himpun) di Stadium Shah Alam atas menyelamatkan aqidah umat Islam…

Kelemahan 7 kementerian, agensi tidak akan berulang

PUTRAJAYA 25 Okt. — Kelemahan pengurusan kewangan tujuh kementerian dan agensi kerajaan, akan dipastikan tidak berulang, kata Ketua Setiausaha Negara, Tan Sri Mohd. Sidek Hassan.

Beliau berkata, langkah-langkah penambahbaikan akan terus diperhebatkan untuk menjamin segala peruntukan yang diberi diurustabdir dengan berkesan.

"Saya tidak risau sangat bila Ketua Audit (Negara) beri pandangan sedemikian, saya risau jika masalah itu ada, tetapi Ketua Audit (Negara) tidak mahu beri pandangan,” katanya kepada pemberita di sini hari ini.

Laporan Ketua Audit Negara 2010 semalam menyebut tujuh kementerian dan agensi kerajaan berada pada tahap pengurusan kewangan lemah.

Tujuh kementerian dan agensi itu ialah Kementerian Kesihatan; Kementerian Tenaga, Teknologi Hijau dan Air; Kementerian Pengangkutan; Lembaga Hasil Dalam Negeri; Jabatan Kastam Diraja Malaysia; Perbadanan Stadium Nasional; dan Kementerian Sains, Teknologi dan Inovasi. — Bernama

Ulasan: Macam mana kalau Menteri tertentu kena jawab bagi pihak kementeriannya di Parlimen. Tapi seperti selama ini, laporan tinggal laporan kerana tiada tindakan disiplin/mahkamah. Menteri dan kroni senyum.

Haji dan Malcolm X

Menjelang musim haji yang bakal tiba,saya membaca kembali buku,’’Malcolm X: As They Knew Him ‘’(editor David Gallen, 1992) dan kali ini tumpuan lebih diberikan kepada cerita perjalanan haji Malcolm X .

Lebih dikenali sebagai Malcolm X, Malik ElShabazz (1925-1965), pemimpin pejuang hak asasi kulit hitam di Amerika yang aktif dengan Nation of Islam (NOI) di bawah pimpinan Elijah Muhammad telah mengalami perubahan yang ketara terhadap pemikirannya sebaik sahaja menunaikan ibadah haji di Makkah.

Sebelum menunaikan ibadah haji, beliau agak lantang memperjuangkan hak-hak bangsa kulit hitam (African American) dan dilihat mempunyai sikap anti bangsa kulit putih.

Pada bulan April 20 1964, Malcolm X telah mula menulis pengalaman beliau sewaktu menunaikan haji di Makkah, dan menceritakan bagaimana beliau berjumpa dengan ramai orang berkulit putih yang turut menunaikan haji bersama beliau, semangat kesatuan persaudaraan Islam, dan hal ini membuatkan beliau mulai sedar tentang peranan Islam dalam mengatasi masalah perkauman dan mengatur hubungan antara kaum yang berbeza.

Malcom X telah menghantar poskad kepada sahabatnya, Dick Schaap yang tertulis ‘’Greetings from Mecca’’ dan menggambarkan kota Makkah sebagai ‘’the fountain of truth,love,peace and brotherhood’’.

Malcom juga menulis dalam poskad tersebut pengalamannya sewaktu menunaikan haji di Makkah antaranya: ’’eaten from the same plate with fellow Muslims whose eyes were bluer than blue,whose hair was blond,blonder than blond,whose skin was whiter than white..and we were all the same’’

Dalam poskad pertamanya kepada James Farmer pula, Malcolm X menulis:-

‘‘Dear brother James,I am now in Mecca, the most beautiful and sacred city in the world,where I have witnessed pilgrims of all colors...worshipping Allah in perfect peace and harmony and brotherhood such as I have never seen in the States’’

Malcom X menggunakan nama barunya Malik El Shabazz, menghantar poskad keduanya kepada James Farmer dan beliau mencatatkan coretan berikut:-

‘’Here I am,back in Mecca.I am still travelling,trying to broaden my mind,for I’ve seen too much of the damage narrow-mindedness can make of things and when I return home to America,I will devote what energies I have to repairing the damage’’

Dan bila ditanya adakah catatan beliau tersebut menunjukkan berlaku perubahan pada corak pemikirannya, beliau berkata ya dan mengatakan :-

‘’I have some explaining to do....I was not so lucky as you were.I had very little formal education,eight grades.I am self-educated.I read for myself:mostly in prison I read the dictionary backwards’..’Consequently I believed everything the Honourable Elijah Muhammad told us and the Honourable Elijah Muhammad told us that Islam was a black man’s religion-exclusively-and that the blue-eyed devils could not get close to Mecca,that they would be killed if they tried to enter that sacred city.In Mecca I saw blue-eyed blonds worshipping Allah just as I was,kneeling right beside me,so obviously the Honourable Elijah Muhammad had lied’

Ketika berjumpa dengan sahabatnya Maya Angelou, Malcolm X turut membicarakan pengalaman barunya di Makkah dan mengungkapkan :-

’I have always said whites were blue-eyed devils but I have been to Mecca and I have seen whites with blue eyes with whom I felt a brotherhood, and so I can no longer say this-that all whites are evil’’

Perjalanan kembaranya menunaikan ibadah haji di Makkah ini mencetuskan perubahan kepada pemikiran Malcolm X dari seorang yang memiliki sifat perkauman sempit kepada seorang yang menghargai perbezaan warna kulit, bangsa dan agama seseorang, memperjuangkan persaudaraan sesama umat Islam dan persaudaraan sesama manusia lainnya.

Perjuangan cinta persaudaraan dan kemanusian inilah yang membuatkan beliau berbeza pandangan dengan Elijah Muhammad dan Nation of Islam(NOI) ketika itu dan akhirnya membawa kepada pembunuhan beliau.

Pada 1 Februari 1965, tatkala baru mulai menyampaikan pidato di program anjuran Organization of Afro-American Unity(OAAU), Malcom X telah ditembak beberapa kali dan disahkan meninggal dunia selepas itu.

Malcolm X meninggal dunia sewaktu masih muda tatkala aktif dengan jelajah pidatonya di serata dunia memperjuangkan isu-isu hak asasi manusia, keamanan dan persaudaraan sejagat.

KUALA LUMPUR, 25 Okt: Meskipun ditegur setiap tahun, kerajaan Barisan Nasional (BN) tetap pekak kepada saranan Ketua Audit Negara (KAN), bahkan budaya penyelewengan, pembaziran, ketirisan dan keborosan semakin subur dalam pengurusan kewangan negara, kata Ketua Penerangan PAS Pusat, Datuk Tuan Ibrahim Tuan Man.

Dalam satu kenyataan hari ini, Tuan Ibrahim menyimpulkan bahawa kerajaan BN tidak akan faham bahasa laporan audit, yang boleh menyedarkan mereka hanyalah bahasa daripada ‘peti undi’ apabila Laporan Audit 2010 mendedahkan lagi penyelewengan yang sama seperti tahun-tahun terdahulunya dalam pengurusan projek dan pembelian perkakas agensi kerajaan.

Mengikut laporan terbaru, antara teguran yang dibuat KAN, ia kelakuan agensi kerajaan yang sangat jelas melanggari undang-undang.

Sebagai contoh, kata Tuan Ibrahim, bangunan tambahan Perpustakaan Negara yang diduduki tanpa sijil CF tidak sepatutnya berlaku kerana sebagai sebuah agensi kerajaan, mereka mesti tahu peraturan dan risiko menduduki sesebuah bangunan tanpa Sijil Boleh Menduduki (CF).

“Demikian juga teguran terhadap banyaknya projek kerajaan diberi melalui runding terus dan ianya jelas suatu tindakan untuk memberi projek kepada kroni dan mereka yang tidak layak menerimanya.

Antara projek runding terus yang merugikan negara ialah pembelian kuda “sakit” oleh Majlis Sukan Negara. Daripada 23 ekor kuda yang dibeli dengan harga RM246,000 seekor, hanya 5 ekor sahaja layak bertanding,” kata Tuan Ibrahim, yang juga Pesuruhjaya PAS Pahang.

Tuan Ibrahim juga membangkitkan keborosan dalam Jabatan Taman Laut Malaysia (JTLM) membelanjakan lebih daripada RM128,000, iaitu lebih 2,810% di dalam pembelian pelbagai jenis peralatan.

Yang paling menjengkelkan, kata beliau ialah pembelian satu binokular oleh JLTM pada harga RM56,350 or 2,805% tinggi daripada harga pasaran RM1,940.

“Mara (Majlis Amanah Rakyat) juga tidak kurang hebatnya kerana sanggup membeli ketuhar hampir 300% (RM1,200) lebih tinggi daripada harga pasaran RM419 dan “katil boleh lipat” pada lima kali ganda RM500 yang harga pasarannya RM100. Keborosan sedemikian ini tidak kena pada tempatnya kerana ia tidak mendatangkan sebarang faedah pada warga Mara,” tegur beliau lagi.

Selain itu, kata Tuan Ibrahim syarikat-syarikat GLC yang ditegur bertahun-tahun juga terus dilanda kerugian. Antara yang mencatat kerugian yang besar adalah Syarikat Perumahan Negara Bhd (RM21.4 juta), Indah Water Konsortium Bhd (RM33.4 juta), Aset Global Network Sdn Bhd (RM41.1 juta), Keretapi Tanah Melayu Berhad (RM92.6 juta), manakala Prasarana Bhd (RM367.1 juta).

Pada skop yang lebih besar, kata beliau ialah kenaikan hutang negara sebanyak 12.3% kepada RM407.11 billion pada 2010 daripada RM362.39 billion pada 2009...

Ulasan: Begitulah kroni mencuri wang rakyat...

Umno sedia terima hudud daripada hidup tanpa rasuah?

Siapa dapat menolak hakikat bahawa Umno-BN meraih kuasa dan kemudiannya mempertahankan takhta melalui proses "pembelian undi", dasar "patron-client (politik penaung-dinaung)" dan "rasuah" yang sudah berakar-umbi sejak zaman berzaman serta sukar untuk dicerai-tanggalkan lagi.

Boleh anda bayangkan Umno tanpa rasuah, salahguna kuasa, pembolotan kekayaan negara, monopoli tender projek yang memberi pulangan lumayan?

Maaf cakap, pada hemat saya, Umno mungkin lebih bersedia menerima pelaksanaan hukum hudud daripada hidup tanpa korupsi dan nepotisme. Ya, hudud seperti diamalkan di Arab Saudi dan Pakistan ...

Justeru, biarpun Umno kalah di Kelantan sejak 21 tahun lalu, namun dengan agihan projek daripada pusat yang sarat dengan elemen habuan rasuah kepada setiap hieraki kepimpinannya di sana, parti itu masih nampak bertenaga. Malah, rasuah yang membusuk dalam usus Umno itu akan sentiasa menjadi penghalang daripada mereka kembali bertakhta di Kelantan. 

Begitu juga dengan keadaannya di negeri-negeri yang kini dikuasai Pakatan Rakyat; talian hayat Umno bergantung kepada naungan kerajaan persekutuan, yang turut melimpahkan materi untuk terus "merasuahkan" pengundi dengan niat untuk mengembalikan kuasa. Semangat kesukarelawanan sudah pupus. Lagi pun apa lagi yang mahu "diperjuangkan", 'kan?

Sekali lagi saya bertanya, bolehkah anda bayangkan bagaimana Umno mahu survive tanpa mendakap erat amalan rasuah, tumbuk rusuk atau makan suap itu? Bagi saya, tidaklah sukar untuk membayangkan masa depan Umno jika talian hayatnya itu diputuskan, terutama apabila kerajaan persekutuan bertukar tangan dan Putrajaya diambil alih.

Organisasi Umno sendiri akan menjadi pincang, tempang dan lumpuh jika tidak "dilicinkan" oleh "wang rasuah", yang disalurkan secara rasmi atau tidak rasmi, melalui tabung politiknya, yang dikutip "secara profesional" daripada sumber dana awam. 

Bukan berita mengejutkan kita mendengar jutaan ringgit terpaksa "dilaburkan" untuk calon-calon yang bertanding di peringkat bahagian, apatah lagi pusat, memilih saf kepemimpinan Umno. Jawatan dalam parti menjanjikan keistimewaan, sama ada menduduki posisi dalam kerajaan, syarikat berkepentingan kerajaan GLC, pihak berkuasa tempatan (PBT), selain peluang meraih kekayaan melalui penganugerahan tender projek-projek kerajaan.

Soal berapa ramai pemimpin Umno dicekup SPRM, seterusnya didakwa di mahkamah dan akhirnya kebanyakan mereka dibebaskan, bukanlah isu besar. Dalam Pelan Hala Tuju Program Transformasi Kerajaan (GTP), terbitan Jabatan Perdana Menteri, halaman 154, dicatatkan: "Pendakwaan yang berjaya terhadap individu yang berkuasa juga jarang berlaku, menyebabkan orang ramai percaya bahawa kami melindungi ahli politik dan individu yang mempunyai hubungan politik."

Mengenali agensi pencegahan rasuah daripada dekat sejak lebih 10 tahun lalu, dengan pengalaman saya membuat pelbagai aduan rasmi membabitkan orang kenamaan (VIP), sudah cukup untuk membuktikan bahawa banyak kes salahguna kuasa bukan saja boleh terlepas, malah tidak mampu pun untuk dihidu SPRM. Mungkin ada kes dilihat salah daripada segi moral dan etika, tetapi "dibenarkan" oleh undang-undang.

Tidak keterlaluan apabila ada pihak secara sinis berkata: "Sistem sedia ada telah menternak perasuah-perasuah besar." Malangnya, Pelan Integriti Nasional 2004 yang diharap berupaya menjadi formula penyelesaian terbaik masih belum mendatangkan hasil. Konsep integriti belum membudaya dalam diri atau personaliti, apatah lagi dalam sistem dan institusi.

Projek-projek kerajaan, khususnya yang bernilai dan berprofil tinggi, masih diuruskan secara tender rundingan, misalnya pembinaan Istana Negara yang baru. Bukan saja kos projek melambung tinggi daripada harga siling, malah kontraktor kroni yang dipilih langsung tiada pengalaman. Selepas mendapat kritikan hebat, kini banyak projek dianugerahkan melalui proses tender terhad (bersaing sesama suku-sakat) -- bukannya tender terbuka -- sedangkan ia masih terikat kuat dengan amalan kronisme dan pilih kasih.

Justeru, saya tertarik untuk melihat pembentangan bajet 2012 daripada aspek ini. Apakah ruang dan peluang rasuah, penyelewengan perolehan serta ketirisan yang selama ini menghanguskan RM28 bilion setiap tahun, telah ditutup ketat? Buku Jingga yang diterbitkan Pakatan Rakyat juga mencatatkan, tiga kali ganda hasil negara hilang melalui rasuah, berbanding yang dibelanjakan untuk subsidi minyak rakyat.

Usahlah tersilau dengan "kemilau" pelbagai insentif one-off, namun perhatikan juga habuan yang dibolot para kroni dan suku-sakat elit pemerintah, misalnya siapa yang mendapat kontrak pembinaan infrastruktur, penjenamaan semula projek yang gagal, pelepasan cukai kepada kerabat.

Misalnya, kes pemaju hartanah di KLIFD, yang projeknya bernilai RM26 bilion, telah diberikan pelepasan cukai sebanyak 70% bagi tempoh 5 tahun. Pada kadar cukai korporat 25%, sebanyak RM1.3 bilion wang rakyat, yang sepatutnya boleh dimanfaatkan untuk pembangunan negara, akan bolos begitu sahaja ke tangan kroni.
 
Dengan itu, saya cukup bersetuju dengan penekanan Ketua Pembangkang, Dato' Seri Anwar Ibrahim di Parlimen, 10 Oktober lalu: "Belanjawan 2012 ini tidak lebih daripada senarai hadiah-hadiah kepada kroni dan golongan berkepentingan. Ratusan bilion akan dibelanjakan semata-mata kerana kroni akan diterus didahulukan, projek-projek diberi keutamaan, kemudian sisa bakinya barulah diagihkan kepada rakyat." 

Benarlah apabila Anwar merumuskan: "Belanjawan 2012 menzahirkan ketagihan BN kepada rasuah dan penyelewengan."

Five years old when the dictator took over in a coup —

curfew shut our city down

Bloodless coup, they said —

The many who thought this could be good.

The dictator, a young man, a shy recluse assumed the helm, bent in piety,

the dead sun of megalomania hidden in his eyes.

Could not go to the store to buy bread or newspaper,

could not leave home, visit friends,

the radio thundering hatred, retching blood-curdling song —

Signs that went unread

Factories built and filched, houses stolen, newspapers shut down,

decades of people killed, 42 years.

But that's all over now —

How can you say over when it took 42 years —

I was five when the dictator took my brother away

Over now, 42 years, must look ahead.

His face half blood-covered, half smirking

Like Batman's Joker,

hands raised, fingers pressed together upward

Saying wait, calm down, wait

Wait 42 years — five years old when my father was killed

standing in front of a hotel.

Bloodless coup,

the country like a helpless teenage girl

forced into marriage hoping her groom will be kind.

In between there was blankness

that burned like a million of suns into our eyes,

Death like air, everywhere.

What was it like to be held by his men?

Fingers pulled out, testicles fried,

To be hung from a clothesline rope , the dictator's mistress pulling at my legs?

How many killed by his men over the decades,

The cracked skulls, the mass graves, the uncounted dead?

What and who taught you O sons of my country to be so fearless cruel?

Him, they say, for 42 years, 42 years of him.

Who taught you to be reckless heroic?

The no-life we had to live, under him, the lives we were asked to live as dead.

Alive we want him alive, many kept shouting.

So that they could give him tastes of his own medicine?

Alive, alive!

And many others disbelieving they'd caught him.

Their shrill Allahu Akbars exclamations of astonishment —

What have I done O Lord to deserve the honor of capturing the rat?

Exclamations of disbelief —

The nightmare — GAME OVER — the night-game of breaking into houses, arresting sons; the day game of civility — we'll bring him in a few hours —

we'll bring him back in 42 years —

Could it be so easy — GAME OVER — the capturing of a 69-year-old rat?

A clown in a rat-colored outfit, a wild mop of hair, a wig

Holding a golden pistol like a child playing hero, high-heeled boots.

Is that what our history amounted to?

No.

Because somewhere there were suns that would never light.

Somewhere, there were holes in the air that was full of death.

We managed to hold our breath and live our lives.

Could it be so simple O Lord to end an epoch? —

killing kidnapping murder massacre slit throats vaginal tests for women he wished to sex vaginal rapes anal rapes of dissidents he wished to humiliate — humiliation denigration outsourced whippings money changed on oil tankers boiling water poured on the entreating heads of maids hot iron pressed on servant flesh slit throats broken ribs feet whipped until swelled like cantaloupes bodies left hanging in public squares —

I was five when my brother disappeared,

I was thirteen, I was twenty, I was seventy six, I was never

allowed to reach birth.

What will be our aftermath?

One minute and all of that history is found hiding

like a rat, history like a rat,

hiding in a sewer drain.

History too hot to hold —

the magic was in seeing it come to end —

the pain too dark to bear, too light, too cold,

the astonishment unbearable, would kill you if it lasted too long.

He died of his wounds.

No, no, they just shot him dead.

Perhaps he was a magnet and he drew evil out of men's chests,

his hands, his hands saying wait, wait

reached into their lungs and wound and knotted their raw souls,

a magnet now siphoning cruelty to itself.

No, no, they just shot him dead.

But I heard he died of his wounds.

Too much for a young man who could not stop being a killer,

a young man who did what millions wished to do.

To tear him to bits, my mother's friend once said,

to tear him to bits, six millions hearts had prayed —

O God grant me the sight of him dead!

One bullet, or two, some say three,

despite the pleading fingers tainted with their own blood.

Surprised as if he'd never seen or heard of blood,

Surprised that he too would bleed if cut.

One bullet, two, or three and it's done with, our history, our epoch.

The book of misery read

The rabid beast captured, kicked about and shot in the head.

O Lord is that our history tossed into a freezer like a lump of rotting flesh?

O Lord how little our lives must be, when so much can be buried lost, dumped in a

hole, forgotten dust!

No, because

somewhere, an earthly sun is shining on us, with us, again.

There is air in the air again.

What will our aftermath be then?

We wash our hands,

put on spotless clothes.

There is no "after" until we pray for all the dead.
