Officer: I went against orders

KUALA LUMPUR: At 4pm, a former City Hall enforcement officer was expressly told not to issue summonses to couples found hugging and kissing at the KLCC Park.
Yet, 80 minutes later, he did just that.
Md Nor Abd Manaf told the City Hall magistrate’s court yesterday that he did so as a section of the Federal Territory Park bylaws allowed him to compound anyone found misbehaving in a public place.
But he did so in direct opposition to orders from his superior, Chief Inspector Md Rais Rashid, to refrain from action against couples found behaving indecently in any public park in the city.
